Jim Cosgrove is a Government Affairs Manager at Texas Star Alliance. With over a decade of experience, he brings a wealth of strategic expertise relating to policy, political strategy, and government affairs. He has a wide range of knowledge on policy areas including public education, tax, and technology. Additionally, he has hands on experience with grassroots development, coalition building, and navigating the Texas political landscape. 

After starting his career as a legislative intern at the Texas House of Representatives, Jim went on to serve in a variety of public affairs roles where he assisted in the creation of award-winning communication strategies for political candidates, officeholders, non-profits, and advocacy organizations. In 2014, Jim worked as a digital strategist where he provided social media development and account management for a variety of high-profile clients including former Governor Rick Perry. 

Following his time in the private sector, Jim sharpened his public policy skills by working at the Texas Capitol. He has served both as a chief of staff and legislative director during the 85th, 86th and 87th legislative sessions. During his time in the Texas House, he worked on policy analysis, stakeholder engagement, aided in constituent services, and maintained working relations with governmental entities.
