In his last 25 years as a government and public affairs consultant, Joe has represented a diverse list of clients including Fortune 500 companies, small independent businesses, trade associations, non-profit organizations, and public entities.  His extensive range of public policy experience includes areas such as healthcare, transportation, property and casualty insurance, in addition to health insurance, animal welfare, housing, gaming and tort reform. Alongside his public policy expertise, Joe has managed and directed several political campaigns giving him strong insight into grassroot advocacy, fundraising, polling, messaging, and political strategy.

Joe Garcia gained his knowledge and expertise of the legislative process by working as capitol staffer in both the Texas House and Senate.  He spent 7 years as chief of staff to South Texas Senator Eddie Lucio, Jr giving him a front row seat to public policy issues affecting the entire Texas-Mexico border from Brownsville to El Paso.  This unique experience and familiarity of the rules of the Senate and the House has made Joe an effective and successful advocate for all his clients.
