Texas Speaker of the House Dade Phelan today issued the following statement regarding two new senior staff roles. In addition to his current role, Deputy Chief of Staff Jay Dyer will also serve as Special Advisor to the Speaker. Margo Cardwell will now serve as Policy Director, in addition to General Counsel to the House.
